Canadian Refugee Admission and Incorporation Policies: Continuity and Change in the Face of Crisis

We are in the midst of what many have called a “global refugee crisis.” After providing some background on recent trends in forced migration, I turn to Canada’s response to this crisis. I argue that although Canada’s response has been relatively modest in terms of overall numbers, its unique approach to private sponsorship stands out as a policy worthy of emulation. The adoption of Canada’s system of private refugee sponsorship would allow for the harnessing of latent humanitarian sentiment in places where it remains as yet untapped.
